GMCP - Conventional

Bell Fleetnet/GMCP/BMR refers to the province-wide Government of Ontario radio system that will eventually span about 80% of the province. Fleetnet is a Motorola SmartZone Type II wide-area mixed-mode trunked radio system. Fleetnet is made up of four ‘zones’ – Zone 1 encompasses all of Southwestern Ontario, Zone 2 consists of all of Eastern Ontario, Zone 3 consists of northern Ontario and Zone 4 is the far north-western Ontario. Fleetnet is operated by Bell Mobility Radio (a separate division of Bell Mobility cellular).

The primary user of Fleetnet is the Ontario Provincial Police, who operate on unencrypted P25 compatable  talkgroups (you will need a digital scanner to monitor them). Current users of Fleetnet consist of:

  • Ontario Provincial Police
  • Ministry of Health (Ambulance Dispatch and Hospital Patches
  • Ministry of Natural Resources
  • Ministry of Transportation
  • Ministry of Corrections
  • Municipal public safety agencies (the City of Guelph, for example)

Only the towers that cover Durham Region will be covered on this page, with the exception of the west end of Zone 2. For Zone 2, I have included the Cobourg and Peterborough area, as you can receive it from the Clarington area. Also there are some co-operative operations that occur during the summer months.

The frequencies and talkgroups for the GMCP/Fleetnet system in the Durham Region area are available as a bcTool import file, are downloadable from the Software and Files page.

 

Ontario Provincial Police - OPP

O.P.P. Provincial Communications Operations is responsible for the operation and support of the O.P.P.'s six Provincial Communications Centres (P.C.C.). Distributed throughout the province, each of the P.C.C.s provides 7/24 services to members of the public who contact the O.P.P. with emergencies or other calls for service. Section personnel represent the O.P.P.'s interests in the Government Mobile Communications Project, and work closely with numerous vendors to ensure that the O.P.P.'s telephone and radio infrastructure is responsive and contributes to the ongoing safety of the public.
